This includes using them to demarcate restrictive relative clauses. I don't know (because I haven't checked) how well Tusk deploys English orthographic conventions for comma placement in his tweets generally. But I would observe that the comma between "like" and "for" in his original tweet (which is not the one you're discussing vis a vis the (non)restrictiveness of the PP) strikes me as being one that I would not expect to show up in standard English, neither from the point of view of orthography nor of prosody.
